why am i going to slow down when the person is passing me? if he is in the other lane then my speed no longer affects said person.

In fact, the 2018 manual says to maintain your speed.

BS on this one, keep your damn speed. By slowing down you are not only making yourself more unpredictable to other drivers who are trying to pass you, you also encourage more people behind you to pass you when they otherwise would have stayed behind you.
